The People Running Allcare
Allcare is not managed by a head office. Three people handle client accounts directly, answer the phone when something comes up, and make decisions. They have been doing it this way for 33 years.

Chris Kandelas, Owner & Founder
Chris started his first cleaning company at 18 while studying business management at Seneca College. He ran it for roughly five years, sold it, then spent time in sales, team management, and regional management before founding Allcare in 1993. On making that call: “I started with basically nothing, and I basically haven’t looked back since then.”
Thirty-three years later, Allcare services more than 300 buildings and 1.6 million square feet of cleanable space across the GTA. Chris is still directly involved in client relationships, crew standards, and daily operations. He manages his own geographic district of accounts and is one of three people a client can reach directly.
He has one explanation for why the company has held together this long: “The reason why we’re successful is that we take care of them. That’s the bottom line.”

Corinne Traplin, Co-Owner & Operations Lead
Corinne knew what Allcare was before she ever worked there. She came from the chemical product supply side of the industry and was one of Allcare’s suppliers. She joined in 2002 and became an official co-owner in May 2011.
Four separate Google reviews mention Corinne by name. Not as a formality. Clients bring her up because she is the person they can actually reach, and because the service level held when she got involved. That is what a 21-year client means when they write: “Management team is great – Corinne and Daniel. They keep the crews together and always excel for the best.”
Corinne personally interviews every new crew member before they are assigned to an account. New hires start on smaller facilities. The most established, trusted crews go to the most sensitive sites. Daniel Kandelas, Account Manager
Daniel is Chris’s son and manages his own district of accounts across the GTA. He is tech-savvy, client-focused, and increasingly central to the day-to-day operations of the business. Long-term clients know Daniel alongside Corinne as the people they can actually reach.

The Field Team
Behind the three account managers, Allcare runs its GTA operations through a network of long-tenured area supervisors and support staff. Each supervisor manages their own crews across a defined geographic district. Several have worked with Allcare for 15 to 25 years.

Baba, Area Supervisor — East GTA
Baba and his crews have worked with Allcare since 1998. He covers Scarborough, Markham, Pickering, and Oshawa. With more than 40 years in commercial office cleaning, carpet steam cleaning, and floor maintenance, he leads by example across his district.

Theva, Area Supervisor — North GTA
Theva and his crews have worked with Allcare since 2002. His district covers Newmarket, Aurora, Stouffville, and Richmond Hill. More than 20 years in carpet cleaning, floor maintenance, and commercial office cleaning.

Sri, Area Supervisor — West GTA
Sri and his crews have worked with Allcare since 2007. His district covers Mississauga, Oakville, Milton, and Vaughan. He handles the full range of commercial cleaning work: floor maintenance, carpet, window cleaning, post-construction cleanup, and large-scale jobs requiring specialized work.

Peter & Dawnette, Area Supervisors — Mississauga and Brampton
Peter and Dawnette’s crews have worked with Allcare since 2015. Their district covers Mississauga and Brampton. Strong communicators with deep industry knowledge and a consistent record of client accountability across their accounts.

Josie Ceccarelli, Office Manager
Josie has been with Allcare since 2012. She handles accounting, office management, invoice and quotation preparation, and appointment scheduling. The back-office operations that keep service delivery running are her domain.

Michael Plante, Lead Generator
Michael has worked with Allcare since 2000. He is the first point of contact for prospective clients: identifying, nurturing, and qualifying leads before they reach the account management team.
What Has Not Changed Since 1993
A few things about how Allcare operates have not changed in three decades.

- The person who quotes your building is your account manager. There is no handoff to a service team you have never spoken to after you sign. The person who does your walkthrough is the same person managing your account going forward.
- Allcare has never sold a cleaning account. Clients who have been with Allcare for 15 or 21 years have never had their contract change hands. No new ownership group. No unfamiliar faces. No learning-curve cycle starting over.
- The cancellation policy is 30 days by either party. Clients stay because the service holds up, not because the contract makes leaving difficult. Several of those clients have been with Allcare for 5, 7, 15, and 21 years consecutively.
- Every new crew member goes through Corinne's interview before being placed on any account. New crews start on smaller facilities. Established, trusted crews handle the more sensitive sites. Police clearance checks are available on client request via the local police department.
- All crews are WHMIS trained. Crews assigned to pharmaceutical and laboratory accounts receive Blood Borne Pathogen Training and additional GMP (Good Manufacturing Practices) training and follow each client's site-specific Standard Operating Procedures. Allcare has maintained that program with pharmaceutical clients for more than 15 years without interruption.
- Allcare adopted the Rochester Midland Canada Enviro Care certified green cleaning program well before most of the market understood what a documented green cleaning program looked like. EcoLogo and Green Seal certified. Colour-coded by zone to prevent cross-contamination. HEPA filtration vacuums in use for approximately 20 years. This is not a recent pivot. This is how the program has operated.
- Allcare has been fully compliant with Ontario's Bill 190 washroom sign-off requirement since January 2026, ahead of most of the market. When the OHSA amendment came into effect in July 2025, many facility managers had not heard about the requirement. Allcare proactively helps clients get the correct signage and sign-off processes in place as part of standard service.

- Do you require a long-term contract?
No. Allcare operates on a 30-day cancellation policy, by either party. Clients stay because the service holds up, not because the contract makes it hard to leave. Several clients have been with Allcare for 5, 7, 15, and 21 years under that policy.
- Will the same crew be on my account each visit?
Yes. Each account is assigned a dedicated supervisor and a consistent crew. Your crew learns your facility’s layout, your specific standards, and any security or access requirements. Allcare’s long-tenured crews (many of whom have worked together for years) are a direct reason clients do not switch providers.
- Are you licensed, bonded, and insured? Can I get a COI?
Yes. Allcare carries $2 million in commercial general liability coverage plus a $3 million umbrella policy, for $5 million in total protection. An employee dishonesty bond is also in place. A Certificate of Insurance is available on request and can be issued naming your organisation as additional insured. Allcare is a member of BSCAI and ISSA.
- What is the Bill 190 Ontario requirement for commercial facility cleaning?
Ontario’s Bill 190 amendment to the Occupational Health and Safety Act requires a sign-off sheet to be posted in every washroom and signed each time cleaning is performed. The requirement became effective July 2025. Many facility managers were not aware of it when it came into effect. Allcare has been fully compliant since January 2026 and helps clients get the correct signage and sign-off procedures in place as part of standard service.
- What happens if we are not satisfied with the work?
Call the same day. Every concern is followed up by the account manager within a few hours. If a cleaning issue comes up, the account manager visits the facility and, where the severity warrants it, sends the crew back that night. The goal is to address it before the next scheduled visit, not route it through a call centre or wait until the problem compounds.
- How quickly can you start after we agree on the scope?
Same-day response to every inquiry. After a walkthrough and agreement on scope and schedule, most standard commercial accounts can begin within a few days to two weeks. Allcare assigns a dedicated supervisor and crew, completes any required background checks, and briefs the team on your facility’s specific requirements before the first service date.
